BARGAINING

Swan Valley – Swan Valley Secretaries and Clerks are the only unsettled unit in the 11B Coordinating Council.

Saginaw Twp EOPSaginaw Twp EOP has elected to use the Interest Based Bargaining Process to negotiate their contract expiring June 30. The initial meeting was scheduled for March 10.

Swan Valley EA – Salary & fringe reopeners in 04-05

Saginaw Twp EA – Salary & fringe reopeners in 04-05.

GRIEVANCES

Carrollton ESP – Robin Humble’s grievance for discipline without just cause will be heard by arbitrator Pat McDonald on April 23.

Saginaw ISD – The hearing on the Transition Center Secretary position has been rescheduled for October 12.

Saginaw Township Office Personnel – The decision on Jean Mathis’ involuntary transfer should come in late April

ATTENDANCE: Cheryl Revard (STEA), Van Collins (MEA), Jan Phillips (BEA), Carolyn Nikolai (SVESP), Dave Adams (SVEA), Pat Freeman (FEA 11B Chair), Monica Birchmeier (BREA), Kathy Kurtis Daniels (TISD MEA Bd), Dave Hernden (CEA)

I. Call to Order – 4:37 p.m.

A. Secretary –Approved

B. Treasurer –

1. Michigan Community Center –Advertising w/Saginaw EA paid out.

2. Swan Valley EA paid dues, Freeland EA paid dues, Birch Run EA paid dues

3. Balance of March 2004 878.99 checking, 2,018.75 Savings

4. Money expected from Bridgeport

5. Local dues behind by $200.00 from last year

2300 MEA conferences budgeted. $939.10 balance as of March. Birch Run has requested reimbursement for Bargaining Conf. Motion made and seconded approved to pay Birch Run. No other locals have made a request. Request must follow guidelines of SCEA council.

C. President –ESP Conference Mar 19 & 20. Spring RA Apr 30/May 1. SCEA May 13 meeting; last meeting.

D. MEA Board - Board meeting 3-12-04. Percentage dues will be brought to RA. Based on FICA wages. EA and ESP all included with a cap. Check website for update on this issue.

E. MESSA – No report

F. Locals – SVESP No contract. MEA Financial Services – No Report. Uniserv Director – Kid Zone at Birch Run Expo. Asked SCEA to sponsor. For $700.00 some advertising is provided. Oct 2-3, 2004.Discussion on combining with other councils. Image Grant money could be used for this. We will discuss further at May meeting.

IV. SCPAC

A. Government Affairs representative at May meeting.

- MEA members need to be reminded that we are government employees, not just employees of their school district.

- Look at school boards and decide who are worthy of reelection. Recruit if necessary.

V. Old Business

A. OPIE – Discussion of having each district purchase their own awards at cost of $75.

per nominee. On May 4th combined w/Family Day OPIE committee will meet March 31st at 4:30 to plan motion that all coordinating council member be involved – passed.

B. SCEA Dues $.50 per member
